The duties of the State Commissioner for People with Disabilities (appointed person) are set out in Section 23f of the Bremen Disability Equality Act

Any citizen can contact the appointed person if they believe that the rights of disabled people are being violated.

The appointed person works towards equal living conditions for people with and without disabilities in all areas of social life. Furthermore, they work to ensure that the obligation of public authorities to guarantee equality for people with disabilities and to eliminate gender-specific disadvantages for women with disabilities is fulfilled in all areas of social life.

The appointed person acts as an ombudsperson, mediating between the interests of disabled people, disability associations and organizations representing disabled people, rehabilitation providers, facilities for disabled people and the public administration, as well as the citizenry (state parliament), for citizens with and without disabilities and their associations.

The appointed person is independent in the performance of their duties and is subject only to the law.

The Senate involves the appointed person in all Senate projects that affect the interests of disabled people; they have the right to early information and can submit statements at any time.

If the appointed person identifies violations of the prohibition against discrimination against people with disabilities or of the accessibility provisions, or if other legal obligations are not being met, they shall raise this objection with the public authority or the responsible member of the Senate. The appointed person may also contact the President of the Parliament (Landtag) to seek redress.
