The Bremen State Media Authority is a public corporation. It is responsible for the licensing, frequency allocation, and supervision of private radio and television broadcasters, as well as internet media, within the state of Bremen.
Its tasks include monitoring compliance with legally mandated program guidelines, youth protection regulations, and advertising rules – both nationwide and within Bremen. Through collaborations and its own projects, it promotes media literacy for all Bremen residents.
Brema is independent of the state and finances itself through the broadcasting fee.
Our tasks are located throughout Bremen and nationwide
These objectives result in a very broad range of responsibilities for us. At the state level, these tasks can be divided into the areas of licensing, oversight, and funding. A particular task is the operation of community broadcasting.
Since many broadcasting policy matters require nationwide regulation, the 14 state media authorities have organized themselves into the Association of State Media Authorities (ALM). We are also actively involved in this area and perform numerous nationwide tasks in the fields of youth media protection, programming, advertising, law, and licensing.
Through our director, Cornelia Holsten, we are a member of the Commission for Licensing and Supervision (ZAK), the Directors' Conference of the State Media Authorities (DLM), the General Conference (GK), and the Commission for the Protection of Minors in the Media (KJM). Brema staff participate in nationwide review and working groups.
Licensing of broadcast frequencies and services
- Decision on the allocation of transmission capacities in radio, TV and the Internet
- Granting and revocation of licenses for private broadcasters
- Advising broadcasters and other content providers as well as their service providers regarding legal regulations and program requirements
- Selection and ranking of widely distributed programs in cable systems
Monitoring of compliance with legal principles
- Supervision of private broadcasters regarding compliance with legally defined programming principles, advertising and competition regulations, and youth protection regulations
- Supervision of Bremen telemedia regarding compliance with provider identification obligations, advertising and competition regulations, and youth protection regulations.
- Monitoring of private event organizers to ensure diversity of opinion and to promote regional programming
- Monitoring and negotiation of the license terms agreed with private broadcasters
- Promoting media literacy and Bremen as a media hub
Promotion and teaching of media literacy
- Approval of pilot projects to test new technologies to promote Bremen as a media hub
- Participation in the conversion from analog to digital transmission technology, including providing relevant advice to the

Media literacy: Fit for the digital world!
Almost every resident of Bremen uses online services daily, be it an online newspaper, gaming platforms, blogs and forums, or their email inbox. Social contacts are maintained via Facebook or similar applications, and we are spending increasingly more time in the "virtual spaces" of the internet.
Besides its many advantages, the online world also presents users with unavoidable dangers. The online world has become incredibly complex, posing the challenge for every user to protect themselves and others from copyright infringement, data theft, and false or even illegal content. We aim to address these challenges through media literacy.
We understand media literacy to encompass the ability to perceive, use, act upon, and create media in a media-saturated world. Besides the internet and its various applications, media literacy naturally also refers to other "traditional" media, such as television and radio.
The goal of competence development is to foster a self-determined, critical and reflective approach to media, and to help individuals actively participate in a modern media world.
