The five counseling centers of the Social Psychiatric Service for adults with mental illness and addiction have been integrated into the regional psychiatric treatment centers (BHZ) of Klinikum Bremen-Ost gGmbH and Klinikum Bremen-Nord gGmbH since October 1, 2003. The treatment centers operate on a neighborhood-oriented basis.

Through the consistent regionalization of psychiatric care under the guiding principle of "personal support on site" and the pooling of resources from previously separate institutions, psychiatric care is to be further improved.

The outsourcing of the Social Psychiatric Service does not eliminate the previous services provided by the Social Psychiatric Counseling Centers under the Law on Assistance and Protective Measures for Mental Illnesses (PsychKG) and the Law on the Public Health Service in the State of Bremen (ÖGD).

However, the organizational structure is changing: The regional social psychiatric counselling centers for adults with mental illnesses and addictions, together with the regional outpatient clinics and the district-based inpatient and day-care clinics, are forming new regional psychiatric treatment centers.


The services offered by the Social Psychiatric Service in the treatment centers include:

  • Counseling for mentally ill or addicted people and their relatives
  • the initiation of assistance and protective measures under the Mental Health Act,
  • Case management and assistance planning/assessment for integration assistance measures such as supported living and residential care.

The goals of integrating the social psychiatric service and the clinic

  • More outpatient services: Continuation of the shift in focus of psychiatric care from inpatient to outpatient or partial inpatient care (strengthening of the outpatient clinic, conversion of inpatient beds into acute day clinic treatment places, use of the experience of the social psychiatric service in the outpatient sector, local support services).
  • Personalized support: In each region, a wide range of outpatient, day-care and inpatient services are organizationally combined – as a prerequisite for flexible use of support services, which takes the patient's individual needs as the benchmark in the sense of a person-centered approach.
  • Continuity of care: Treatment interruptions and discontinuations should be avoided by ensuring that one doctor and one other therapist remain responsible for the patient for as long as and how often the various services of the treatment center are used. The goal is to provide comprehensive support from a single source, ideally under one roof.
