Assigned departments, offices, companies
Senatorial offices are the agencies of the members of the Senate. They carry out tasks for the Free Hanseatic City of Bremen as well as selected operational duties. Subordinate agencies are institutions and offices that fall within the purview of the Senate departments and primarily perform implementation tasks.
In addition to the senatorial authority, the following departments (offices) and enterprises are assigned to the Senator for Labour, Social Affairs, Youth and Integration:

- Bremen Office for Social Services and Integration (AVIB)
- Workshop Bremen
Department 1 – Central Services
The Central Services department consolidates the cross-cutting tasks of the ministry. Its responsibilities include, among other things, real estate, budget, IT, legal affairs, and human resources.
Furthermore, the department includes the unit "Contracts, Funding Matters and Controlling of Fee-Financed Social Institutions and Services", which is also the contact point for providers of youth and social welfare.
Department 2 – Young People and Families
The Department for Young People and Families is responsible as a state authority for the implementation of state child and youth welfare services in the state of Bremen.
Areas of responsibility
- Young people in special circumstances (Department 20)
- Civic engagement, family support and policy, LGBTIQ* (Department 21)
- Child and youth support, youth education (Department 22)
- Controlling, Economic Youth Welfare, Early Intervention, State Distribution Procedure (Department 23)
Department 3 – Social Affairs
The Social Services Department plans, develops, and manages services and support in the state and city of Bremen for:
- People with low incomes
- People with disabilities
- Elderly people and people in need of care
- Immigrants
- People in difficult life situations, such as homelessness
- People under court-ordered guardianship
- Social urban development
The Department of Social Affairs also serves as the highest state social welfare authority for the state of Bremen. It collaborates with other federal states on legislation and works with them in the Conference of Highest State Social Welfare Authorities (KOLS).
Please note that we do not handle individual cases, but are responsible for administrative and planning tasks. If you require advice or assistance, you can obtain it from the Bremen Office for Social Services, the Bremerhaven Social Welfare Office, or, for example, the welfare associations of the state of Bremen.
Department 4 – Work
The tasks of the Department of Labor, Further Education and Transformation are wide-ranging. They extend from issues concerning the design of the labor market and labor market policy to labor law.
At the municipal level, the Department of Labour/Social Affairs (lead) and the Department of Finance, together with the Employment Agency, are the operators of the Bremen Job Center.
Department for Social Affairs, Youth and Integration
The Committee for Social Affairs, Youth, and Integration was established by the citizens at both the state and municipal levels. Birgitt Pfeiffer (SPD) chairs both the state and municipal committees. Operating under the Committee Act, the Committee addresses issues of social policy, youth and family policy, and integration policy.
