In 2007, Bremen passed the "Law to Safeguard the Welfare of Children and Protect Against Child Neglect" (KiWG). The Bremen Public Health Department established the "Inviting Center for Early Detection and Early Counseling for Bremen and Bremerhaven" for this purpose. This center sends invitation letters to all mothers and fathers in Bremen and Bremerhaven, urging them to participate in early detection examinations for children.
This is done for the early detection examinations U4 to U9, including the U7A introduced in 2008.
Furthermore, in cooperation with local physicians in the state of Bremen, a feedback system regarding completed early detection examinations was established. The inviting agency will remind parents, if necessary, to schedule any missed examinations.
If children miss an early detection examination despite reminders and without any understandable reason, the responsible district team of the child and youth health service will offer the examination in their home and ensure the children's well-being. If this is unsuccessful, the responsible youth welfare office will be notified.
