In Bremen, a professional need has been identified for a low-threshold safe space and quiet room for women (Note: The term "women" in this appeal explicitly includes cis and trans women. Trans women are part of the target group and should not be addressed separately or secondarily.) in precarious situations involving experiences of violence and addiction. This need particularly affects women who are simultaneously homeless, drug use or addiction, and violence, and who are not adequately reached by existing support services, especially in the evenings.
Wanted: An organization or consortium of organizations that will develop and implement a corresponding project

It therefore has a professional and public health interest in ensuring that a suitable organization or consortium develops and implements a corresponding project. Subject to the availability of appropriate budgetary resources, the City of Bremen intends to support the implementation of a project providing safe and supportive spaces for women in precarious situations who have experienced violence and addiction, through project funding in accordance with Sections 23 and 44 of the State Budget Code (LHO).
Expressions of interest must be submitted by August 31, 2026 at the latest
