BeBeE is one of the nationwide ombudsman offices for child and youth welfare. Consultation is available when questions or specific problems arise in contact with public authorities (e.g., the youth welfare office) or independent child and youth welfare organizations.

A request can be submitted to the ombudsman's office in the state of Bremen

  • For child welfare services: if the Bremen or Bremerhaven youth welfare office is responsible. If this is not the case, the contact persons will gladly refer you to the appropriate ombudsman's office.
  • For daycare centers: if your child's daycare center is located in Bremen or Bremerhaven.

The basis for the work of the advice center is the Social Code Book VIII. We primarily advise on the topics of child welfare services and related issues, as well as daycare facilities.

The consultation is free, voluntary, confidential, and can also be anonymous if desired. We support you personally, by phone, and online with your questions.

What does an ombudsman's office do?

Since June 10, 2021, ombudsman offices in child and youth welfare have been legally enshrined in Section 9a of the German Social Code, Book VIII (SGB VIII). The task of the ombudsman is to counteract the existing structural power imbalance between those seeking advice and the professionals.

Many families and young people lack the expertise of professionals regarding legal frameworks and procedures within child and youth welfare services. This often hinders communication on equal terms. Ombudsman services can counteract this by providing knowledge, advice, and support, enabling those seeking help to communicate with the professionals involved with greater confidence.

For whom?

Young people

If you need advice and support because you're having problems with the youth welfare office or the institution, you can come to us for counseling. We offer independent advice

If you are already receiving support from the youth welfare office, for example, if you live in a group home or foster family, or if you would like to apply for support from the youth welfare office for the first time, we offer independent advice. This can help if there are problems between you and the youth welfare office or a service provider. Perhaps you don't understand some of the youth welfare office's decisions? Then we will inform you about your rights and the procedures within the youth welfare system and advise you on your specific case.

You can call us or send us a message via our contact form. We will then usually arrange a personal appointment. This appointment will include an initial consultation. If you have documents such as official notices or support plans, we can review them together. At the end of the conversation, we will make a suggestion about possible next steps. You then decide which support you would like to accept.

Parents / Foster parents

The ombudsman's office for child and youth welfare in the state of Bremen is always the point of contact for young people, their parents, and families when support is needed in dealings with the youth welfare office or a child and youth welfare institution, between foster parents and the youth welfare office, or with a daycare center (Kita). Our advice can also be used by foster parents. In a joint consultation, we clarify what support we can offer.

We offer advice in cases of conflict with your child's daycare center, as a referral service if your legal entitlement to a daycare place is not met, if your child's daycare place is terminated, or if you have questions about contributions or fees (Who can I contact? What do I need to do now?). Through this advice, we aim to empower you to stand up for your perspective and your rights in the future.

Mondays, 10 am – 12 pm;
Tuesdays, 2 pm – 5 pm;
Thursdays, 9 am – 11 am and 2 pm – 4 pm

During our consultation hours, you can clarify initial concerns and schedule appointments. Telephone and in-person consultations are also possible outside of these hours. Contact persons:

The ombudsman's office for child and youth welfare in the state of Bremen has offices and consultation rooms at two locations. Personal consultations usually take place there.

The counselling service is provided by a total of four full-time counsellors with legal or social work qualifications. All counsellors have many years of experience in providing ombudsman services or working in the field of child and youth welfare. The team is complemented by a coordinator and two administrative staff members.
